The second quota period runs September 1, 2026 to February 28, 2027. Eligible OEMs or their Canadian agents need a permit for each shipment, including temporary imports. Allocation remains first-come, first-served. Access is 24,500 vehicles plus unused first-period volume. Permits may be requested 30 days before entry and last up to 60 days.
第二阶段为2026年9月1日至2027年2月28日。符合条件的制造商或其加拿大代理须逐批申请许可证，临时进口也适用。配额按先到先得分配，总量为24,500辆加上第一阶段未用数量。可在预计入境前30天申请，许可证最长有效60天。

Scope notes
The previous 100% EV surtax was repealed from March 1, 2026. Chapter 99 classifications and the exclusions in Notice 1168 must also be checked. The quota quantity is not a live balance of available permits. Other vehicle requirements still apply.
