China: provisional 73.5% anti-dumping deposit on Canadian pea starch

MOFCOM Announcement 2026 No. 25 makes a preliminary finding that Canadian-origin pea starch (unmodified starch made from Pisum sativum, tariff line 11081900) is dumped and injures the Chinese industry. From July 1, 2026 importers must lodge a deposit of 73.5% with China Customs. Announcement 2026 No. 31 extends the investigation to February 12, 2027, so the final determination and definitive duty are still to come.

商务部公告2026年第25号初步裁定，原产于加拿大的进口豌豆淀粉（以豌豆为原料、未经改性的淀粉，税则号列11081900）存在倾销，并对中国国内产业造成实质损害。自2026年7月1日起，进口经营者须按73.5%的比率向中国海关提供保证金。商务部公告2026年第31号将调查期限延长至2027年2月12日，最终裁定和最终税率尚待公布。
